Following the 9/11 attacks, the US government had an agreement with European governments to fight terrorism. These agreements give the CIA the power to abduct and torture suspects. This violates international human rights treaties. When the "Washington Post" revealed this secret pact in 2005, the Council of Europe commissioned to investigate to the Swiss Council of States, Dick Marty.
